Missiles have a 10% chance of bypassing Anti-Missile systems per ECM tech level but Counter-Countermeasures reduce this by 10% per tech level. - So, if Bob has ECM Tech of 10, and Alice has Counter ECM Tech of 5, Bob's missiles have a 50% chance of bypassing Anti-Missile systems on Alice's units.
